Pastor Joseph is a 1994 graduate of Virginia Union University where he received a Bachelor of Arts degree in English. He is also a 1996 graduate of Virginia Union University’s Samuel Dewitt Proctor School of Theology and earned a Master of Divinity Degree.

Pastor Joseph serves on the following boards: Baptist Children's Home of Virginia Incorporated, 200+ Men Incorporated, Baptist General Convention of Virginia Incorporated, the Tidewater Chapter of Inclusive Communities, and the Portsmouth School Board. He is also a Charter Board member and advisor to the African American Historical Society of Portsmouth, and the Portsmouth Colored Community Library Museum.

Pastor Joseph is the Senior Pastor of Third Baptist Church, serving in succession to his father Pastor Emeritus Joe B. Fleming since April of 2016.
